Roaming profiles

Hey all,
This is kinda half exam half real life work related. But need it cleared in my head,
We have roaming profiles for one of our clients at work which has a lot of restrictions but is not mandatory.
Question I ask is if I put a shortcut on one of the servers all users folder on the desktop, how comes it does not show? How can I get it to show?
