They are at the default state, which is to enable the caching of the last 10 logons.

Which i would disable personally...

I would disable it if you had machines that had local accounts setup for users that need to roam around, otherwise I would leave them enabled. If you were strictly in a networked enviroment that had no mobile pc's that would see offline time then disable it. Thats my train of thought, but of course to each his own
