This problem has been occuring for over 2 weeks, ihave tried everything i
can think of to remedy it, including replacing the modem. i am running windows XP pro.

The problem.
After i dial-up and see my connection, i get no response from anything i
click on, except the folders on my desktop. And then about 9 minutes later -
everything i've clicked on opens at once.
if i open task manager before i dial-up, everything i click on is listing in
the processes. System Idle process is using 98-99 cpu.
if anyone can help, thankyou in advance.

If you're using that much CPU time before you dial up, then when you dial up, you're asking for resources that don't exist. You may want to look at any TSRs you have running. Make a list of what you have running, then if possible, un-install, and re-install them one by one. Anti-virus programs are notorious for hogging the CPU. When the problem reappears, you have your culprit.
