When you look up the 2620 at [url http://www.cisco.com/en/US/products/hw/routers/ps259/ps265/index.html[/url] what does "up to 25Kpps" refear to?

Example:
1 network module slot platform with 1-2 10/100BaseT Ethernet port(s) and 2 integrated WIC slots. Up to 25Kpps

    The maximum nuber of packets it can switch per second. I think the number is based on 100 byte packets which will determine the maximum throughput of the device. Keep in mind that Cisco routers employ "fast switching" which allows the router to process switch (slow) the first packet then fast-switch (fast) future packets in the flow.
