Wrong answer in the Net + OSI practice test

I'm planning on taking the Net + test very shortly and was informed about this site by a colleage. The site has been very helpful, but I did notice a flaw.
The OSI practice test lists TCP as being part of the Network layer. Everything I've read says it's part of the Transport layer.
Am I wrong or is the test wrong?

I think you misread. Maybe you were talking about the question on IP, which correctly states "network" as the answer.
