Can you ping the interface? Is there an inbound ACL on the interface or an ACL applied to the vty lines that is blocking access?

Do you have te interface connected to another device with the correct cable (router to pc requires a crossover and router to switc/hub needs a straight through cable)

What about the ethernet interface on the router? What model router are you using?

You need a crossover cable between your PC's ethernet port and the ethernet0/0 interface on the router, the console connection is just for the configuration of the router, not to carry the user data (in this case the ping packets or the telnet traffic)
