You can check the Cisco Feature Navigator or the Cisco Documentation for the Secure Shell Commands.

A Search by Feature for SSH gives you several choices..... SSH Version 2 Client Support showed only 12.2 or higher options in the drop down when I tried to cut down the 40000+ IOS hits. SSH Version 2 Server showed the 12.1 major version as the earliest option in the drop down. SSH Version 1 Server shows up in the 12.0 versions...

The Cisco Docs makes it look like the server support was introduced in 12.0(5)S and integrated into Cisco IOS Release 12.1 T.

whatever the version...if it doesn't have "k9" in the name...it won't have the crypto features...
