No .pwl files. What gives?

Where are passwords stored in Win2K?
I noticed that .pwl files don't exist on Win2K machines like in Win '98.

Passwords are stored in either the SAM (Security Accounts Manager) database of the local computer or in AD.

Is it the same SAM file stored in \WINNT\system32\config?
