Use the Cisco Feature Navigator to locate an IOS by features... such as ISIS.

You can illegally download it in lots of places. I dont know them and you wont get that info from anyone here. The other alternative is to purchase the IOS from Cisco.

It really depends on the router model, som dont support IS-IS, use the feature navigator.
