This is a simple question I would like to know

In exchange server 2003 is there a way to view email items , like from the system manager or anything?

If you mean specific emails, I don't believe so. However you can grant yourself access to a particular mailbox and view it in Outlook.

    In Active Directory Users & Computers...Choose the selected user...open up properties...Exchange Advanced....Mailbox Rights....Add your user account...click full mailbox access....apply

Then in outlook goto file...Open other users folder

That should be all you need to do... :D
