Password expiration notification script

I implemented password policy a few months ago, and I need to setup a way for the remote users to be notified via email 14 days out from their password expiration date and allow them to change their passwords remotely. These users never come in to the office or use VPN they just use web mail /OWA and login to our secure web site.
