Turnig off don't fragment bit

Packet capture shows don't fragment bit getting set on outbound TCP packets.

Where in Windows XP do I change this?

I haven't come across a lot of information for this. MS mentions it here: http://support.microsoft.com/kb/314053/en-us

I'm not sure if that'll do what you need. Why do you need to change that?

I saw that link, MTU and many other parameters are there, but no DF.

Need to change to resolve VPN issue.

Can the VPN client software do that for you?

It is the Windows VPN client, if there is an option for this I didn't find it.

Can you give us a better description of your setup? Where is the error occurring? How do you know that is the problem? What type of system/device are you trying to connect to?
