A person with less experiance but having CCVP
or a person with more experiance not having CCVP but have CCNP.
which one would be selected for a CCVP related job?

I'd say the person with more experience especially if they have VoIP experience. Some jobs though you may never get passed the screeners with out the right certifications though.An expert is a man who has made all the mistakes which can be made.
