Ok just trying to make sure I have my head wrapped around this concept.
Is it correct to say that the Meta Event Generator is a way to take several signatures and then wrap them into one signature?

It's not a new signature, but more so to create an event when the composite specified signatures are triggered based on the configuration.
I guess that is why it's a "Meta event" and not a "Meta Signature" or "Composite Signature"
