Slowhand Mod Posts: 5,161 ModI'd imagine what they want is just a summary of your skills. Write a couple of paragraphs explaining what your strong points are, maybe some examples of training and/or experience you have, and that sort of thing. Basically, something that goes a little further than just a bullet-list.
Free Microsoft Training: Microsoft Learn
Free PowerShell Resources: Top PowerShell Blogs
Free DevOps/Azure Resources: Visual Studio Dev Essentials

But a skills summary is just a list of the technologies you've used and experienced in.
eg
windows xp
sql 2003
IIS
Quite often recruiters are too lazy to look through your CV and just want to see what you have experience in.
You could probably put in your level of understanding of these skills and any certs you have on this page as well.
