i av created a new user group using Administrative tools.
how to set the privillages for that group.

    The easiest way for you would probably just be to use the delegation of authority wizard. Otherwise use GPOs.

    Your thread is titled Local Users and Groups, so are you doing this on a workstation machine or domain?

    Follow the above advice for domain (or users Active Directory Users and Computers found under administrative tools)

    For a standalone or workgroup PC you can use the Local Users and Groups MMC also found in Administrative Tools.
    Foolproof systems don't take into account the ingenuity of fools
