    It is already a SIP Proxy Server. You have only to configure Users and Phones in CUM 6.0 and then enter these values in SIP Phones you have

    I thing like that,
    I have tested like this :

    Case I :
    SIP Phone1 --> Router 1 --> WAN ---> Router 2 ---> CallManager 6
    > Router 2
    > SIP-Phone2

    Result tested : SIP-Phone1 to SIP-Phone2 OR SIP-Phone2 to SIP-Phone1 = Succes

    Case II :
    SIP-Phone1 --> Router 1 --> WAN --> Router 2 --> CallManager 6
    > Router 2
    > WAN ---> Router 3 --> SIP-Phone2

    Result tested : SIP-Phone1 to SIP-Phone2 OR SIP-Phone2 to SIP-Phone1 = Succes

    Case III :
    SIP-Phone1 --> Router 1 --> WAN --> Router 2 --> CallManager 6
    > Router 2 ---> WAN ---> Router 3 --> IP-PBX (SIP)

    Result tested : SIP-Phone1 to IP-PBX (SIP) OR IP-PBX (SIP) to SIP-Phone1 = Succes

    Case IV :
    IP-PBX (SIP) --> Router 1 --> WAN ---> Router 2---> CallManager 6
    > Router 2
    > SIP-Phone2

    Result tested : SIP-Phone2 to IP-PBX (SIP) OR IP-PBX (SIP) to SIP-Phone2 = Succes

    Case V :
    IP-PBX (SIP)1 --> Router 1 --> WAN --> Router 2 --> CallManager 6
    > Router 2 ---> WAN ---> Router 3 --> IP-PBX (SIP)2

    Result tested :
    IP-PBX (SIP)1 to IP-PBX (SIP)2 OR IP-PBX (SIP)1 to IP-PBX (SIP)2 = NOT SUCCES

    IF I Change CallManager 6 with BREKEKE :

    Result tested :
    IP-PBX (SIP)1 to IP-PBX (SIP)2 OR IP-PBX (SIP)1 to IP-PBX (SIP)2 = SUCCES(WITH BREKEKE)

    WHAT THE PROBLEM of THIS CASE V ?

    WHAT THE PROBLEM of THIS CASE V ?
    It sounds like you've isolated the problem to the Unified Communications Manager 6 Server, since you got it to work with Brekeke. I'd probably do a sniffer trace with Brekeke first since that works. Then configure a trace on the CM 6 server and also do a sniffer trace.

    I'd probably first compare the working Brekeke sniffer trace with the CM 6 sniffer trace, and if the configuration problem wasn't obvious from that, then I'd go through the CM 6 trace log file (and probably a large amount of coffee).

    Assuming that's the CM6 server responding, it received and understood the request - but said NO for some reason.

    What action/device caused the INVITE and what did the CM6 trace show?
