um i tried to login to get my certification since thursday and there site is messed up it says internal server error

and i tried making an account but it keeps logging me out saying the system is messed up so i cant send a ticket unless i am logged in. Also there number is a 1-800 number so i believe that means i will be charged if I call them right ? I dont want to pay to talk to someone does anyone have a non 1-800 and when I try go go to
www.cisco.com/go/certsupport it makes me create another account but no matter what account email address i enter in it says "invalid email address" , they have another 408 number but thats for ordering and stuff.
