Bad WIC interface???

Having a problem with one of my 2T WIC interfaces. Link lights do not come up on either connection after attempting to configure. I replaced the slot with another 2T WIC card and it works fine. Router A currently has my problem WIC and is acting as the DTE connecting to Router B which is the DCE providing the clockrate:

having both serial and line down I was hoping it may have been a cable issue or the CSU/DSU was down, but then I noticed the last line and just see that the DTR is down.

yeh one of my friends had the exact same problem brought a router of ebay and one of the serial interfaces wouldnt work either

a new serial interface was brought and now works fine

ebay has a history os selling bad wics beware.

This wasn't from ebay. Its a genuine cisco wic that is supposed to be in the production network, but am having some issues with.
