OSPF LSA Flooding

Quick question, why do routers that create each LSA flood them every 30 minutes (default), if they can also do so anytime a change is made? Is it a way to check consistency between all LSDBs?

It's just to ensure the integrity of the Link state database that should be synchronized throughout the area.There is no place like 127.0.0.1 BUT 209.62.5.3 is my 127.0.0.1 away from 127.0.0.1!
