probably a typo and should be "come". Are you looking to become a secretary ?

It's a preposition, not just a term for ...

You could read it as:

ADMINSTRATIVE SUPERVISOR "COMBINED WITH" EXECUTIVE SECRETARY

Essentially two jobs in one.

Probably not the best choice for a job post though.
