Drivers for Network Printers and Local Printers

Hi,
If Domain Users can install network printers, are they also able to install drivers for these printers?
And if only members of Administrator Group can install local printers so, consequently, only they are able to install drivers for local printers, right?

The drivers for the network printers are stored on a Print Server. As long as the user has AD access to a network printer, the drivers will be pushed down and installed

I believe only local admins can install drivers for printers because they are installed in system folders of the OS as well as only keys in the registry that an admin has write access to. I don't think a power user has this privilege, someone please correct me if i'm wrong
