It seems to be a random selection from the exam pool. And it also depends on your skills.
If you're weak on the switching tasks and lucked out and got more routing and general networking knowledge questions, but still failed on your first attempt, then if the random selection of questions seems to stress more switching on the second exam than the first exam, then you may think you got a harder exam.
It's just best to be able to do and know anything and everything that is in the
640-802 Exam Blueprint/Topic List
