Network Monitoring Management tools

Anyone using CiscoWorks or HP Openview? Which one will you prefer and what is the advance in between both? A non-profitable organization that I'm helping and looking for something to manage all the SVRs, routers/swithes and WKS - monitoring the SNMP traffic and try to pink down the network problem and the cause of delay on the database extraction.

Any thrid party or small Network Monitor tools are recommend for less than 200 devices.
