The 1720 DOESN'T support 802.1Q trunking on its Fast Ethernet port.

Its in IP Base in 12.3 and above. You'll need more RAM and flash however to upgrade. Go poke around on the IOS Feature Navigator on the Cisco site and you'll see what version can do what and what the requirements are.
