    if you have a status of down down that means that there is probably some physical issue. Showing us your config is not going to help. Thats not a full config anyhow. Show us sh inter fas 0/31

    Like remy said there is definitely a physical layer issue check the cabling try bringing the interface down and back up. Maybe try another cable?

    Questions:
    1. Do you have at least a Category 5 UTP cable connected to the FastEthernet 0/31 port of the switch?

    2. If yes, is the other end of the Category 5 UTP cable connected to a FastEthernet NIC of a host that is powered on?

    It is a bad port because when I plug the cable on another swithc with the same config, the interface is showing up/up.

    amb1s1,

    Since you configured that switch port as a vlan access port, that port should be connected to a host and not another switch.

    If you state that you've got a host connected to fastethernet port 0/31, then why does it say "line protocol is down (notconnected)?"

    The switch was replaced and now is up/up, so the problem was a bad port.
