Question #8 says that MSCONFIG in Windows 98 brings up Winstart.bat for editing. In my system, it does not. Should this be a cause for concern?

I don't think winstart.bat can be edited from W98's MSCONFIG.
However, it can be selected or de-selected to 'process at start-up'.
