Summary Statement (and now Resume) Critique

This is my current summary statment that is placed at the top of my resume. Any thoughts/insights/criticisms?

Post the rest of the resume, it'll make it easier to critique. So far from that we know your education/certification. It doesn't really tell use what you do though.

What are some of your big accomplishments on these jobs? Did you save the company money? If so, how much? Did you improve efficiency of any processes? By what percentage? Don't just include job descriptions, they're a dime a dozen. Good to have but there needs to be some impact. Like this one right here, "Developed, upgraded, and maintained departmental wide Microsoft Access application which was an integral part of reducing write-offs from $752k in 2004 to an estimated $444k in 2005." That's a great one to have. Employers love seeing money saved. Get some more of that into the resume. Also in your education, the computer & electrical engineering one. Did you get a degree with that? If not then it would be better to leave it off as it is just dead weight. Also as I mentioned earlier you should rewrite that summary statement. Make it about what you actually do, not about what your education is. A list of skills wouldn't hurt either. I personally prefer hybrid resumes like that instead of strictly chronological.
