Help on windows network simulator 2003 , plz plz

when using the windows server 2003 network simulator i've get an error at each time.
The error say : "Borland user's has get problem and must shut down "

I've reinstall the application and
reinstall :
- new java virtual machine
- flash player
- made windows update
- update to .net framework 3.5 sp1

with all of that i still have the same problem

the solution to mine problem is :

install administrative tool packs for 2003

install netframe work 3.5 sp1
