Almost every periferal card has an EEPROM chip.
If you take out the card and look at it you will see. -

Programmed into the EEPROM on the board itself would be the MAC address, that is assigned by the manufacturer. The IRQ, PROTOCOLS, IP Address and I/O are all assigned by the OS and are subject to being changed by the user.

This question refers to legacy NIC cards, which is
why system resources are included.
