I recently found ultra ISO (is there a free version?) to be pretty decent. You can take a DVD or dvd image and resize it to CD (i typically go the other way though). I guess as long as your data will all fit on a CD you should be good.

Do any of these chop up a file on a DVD so that it can be put onto CD's?

What exactly are you trying to do?

If you just want to split up data into smaller chunks, use WinRAR.

    I use PowerISO.
