I am still trying to setup one of my windows xp pcs as ftp site, but it seems site registration is required same as when a website is to be setup. Is that correct?
If that is the case what is the best way to access my xp computer at home from anywhere via internet.

What exactly do you mean by 'site registration' in this context? Setting up IIS to serve FTP?
Best way to access an XP box, in my opinion, would be to enable remote desktop on it, and if you have a router forward port 3389, if you have a firewall open port 3389, then RDP into it.

http://www.no-ip.com/
for free to access your desktop via RDP. keep in mind you will need to open the port mention above (3389)
