static on a fxs card

I have a fax machine tied to a FXS card on a 2801 router. I'm getting a lot of static on that card. I'm not on site, its a customer, but i"m guessing that the card may not be seating properly or some other layer 1 issue. Is there anything else I should be checking for?

The first thing I would do is hook up an analog phone and see if the issue continues. If its clear on the analog phone you probably have an issue with the fax or wire.

A cheap analog phone is the best troubleshooting tool for analog lines!
