Auditing at which level?? Mmm

Hello all,
today I was trying to answer some questions about security in E. S. 2003 and well, some of those asked me on: "At which level should You configure auditing?" and the right answer was :"At the Administrative Group level"
That make me very perplexed, because, for what I know at least, auditing on Exchange Servers for objects, as those questions asked me, is performed by means of a GPO (local or not).

What can You say to me about this strangeness?
