need free sofware to deny access some sites

we have server2003 and 25 clients , I need free software to manage from server , deny or allow access some sites to some clients in a network , we dont have isa or linux

If you are just filtering content, there are any number of guards. But if it's specific sites you are trying to block you could just modify everyone's host's file with a script.
