NTFS file permission

Hi,
I have a problem that I'd like to share.
I tested how NTFS permissions work in practice and I found that file permissions don't take priority over folder permissions, at least not according to my experience.
Here is what I did:
I created a folder named Alfa and in that folder I created a file named Calc. bat (if you click on it, the calculator pops up).
I gave user Ben only the Write NTFS permission to folder Alfa and the Full Control permission to the file Calc.bat (previously tested whether calculator pops up with proper permissions and also when typing the UNC path).
Then I logged on as user Ben and tried to open folder Alfa but I naturally couldn't. Then I specified the proper UNC path (servername\folder_name\file_name) but it still did not work.
I tested it several times with different variations, (different permissions in different locations, and different files etc.) and came to the conclusion that either I do not understand something or the rule "file permissions take priority over folder permissions" have at least some limits.
