pinging local interfaces

in CCNA & CCENT
Some one remind me why we can't ping local interfaces from inside the device?
encrypt the encryption, never mind my brain hurts.

    have these interfaces:


    GigabitEthernet3/16 1.1.1.1 YES manual up up
    GigabitEthernet1/3 1.1.1.2 YES NVRAM up up

    I changed the IP's to protect the innocent...


    Can not ping either of them from the local device or when using one to ping the other with extended ping....

    Maybe it is an ACL... I will check.
