Help with 2 2500 routers

Hey guys i had these two routers working fine a few months ago. I am setting up my lab again and 2 of my 2500 routers keep booting in ROMmon. They keep saying the following:

File read failed -- Time out

Reload as in doing a "RELOAD" from the command line?
Or Reload as in Erasing all the memory and reinstalling the IOS from say TFTP? -
