Why would this address 192.168.100.0 would be a good starting ip address

Why would 192.168.100.0 would be a good starting address in this case and comment on any other relevant points, considering, for example, public/private, static.dymamic and ipv4/ipv6

These were the requirements

Group A has 14pcs
Group B has 22pcs
Management has 3 pcs and a printer
Group C has 70 pcs
4 other subnets 3 for wans 1 for a server

I have already subnet the network to meet the requirements
However now I need to explain why 192.168.100.0 would be a good starting address. The only things I can think of is that this is a private class c address and due to the host requirement we don't need a lot of hosts so the class c addres fits the requirements and also due to the host requirements ipv4 is only required as well

Can you guys give me suggestions of what else I can put
