can't find NTLDR, BOOT.INI

Trying to make a boot disk. I am logged on as admin and folder optinos set to show all files and sys files. when I do a search, I can't find the files. What is wrong? Thanks.

Folder Options--->View
deselect Hide protected operating system files (Recommended).
The files you look are on the System Partition.
