what determines how often a root bridge or switch sends a BPDU message ?...is it always 2 secs ? or is it configured on the root-switch?..

It is locally configured on the router, by default the STP hello timer is set to 2 seconds. You can change this using the set spantree root vlan dia diameter hello hello_time.
