VMware Workstation is not an operating system. It is an application you load on top of Windows or Linux to run virtual machines. It can be downloaded from VMware Download Center for Datacenter Virtualization Products - VMware but is not free.

VMware Server is a free application that you can download that gives you some of the features Workstation boasts but is limited in many others.

VMware ESXi is an OS that can be downloaded for free from their downloads page.

If you means guest operating systems already in VMWare format, some flavors of Linux are distributed ready-to-run in VMWare Player, Server, or Workstation. You can also install into VMWare any Linux OS that's distributed as an ISO file by configuring VMWare to use the file as the VM's CD drive and booting the VM from it.
