There is not a test center (no VUE, no Pearson) in Iran, so you cannot take the test in Iran.
You can search for test centers at www.2test.com and www.vue.com to see if there is a country anywhere 'near' where you live. You can also try to call Pearson Vue or Prometric to see if they have any options.
