I am planning to give the network+ exam. And I want to register for it.
What are test vouchers and how to get them and use them.

First, you open an account with getcertifiedforless. This gets you to where you can buy a discount voucher on line and also help TechExams a bit.
Rest of details about getting the voucher number and how to use it will be supplied.
I've used them 3 times now and the process has worked fine every time.

You might be able to find a better deal on eBay for popular exams like A+ and Network+. For other exams, the voucher sites mentioned are the way to go.
