2600 router will not save config changes

Hi all - wondering if someone could help.... again......
cisco 2600 router wont save its running config.
Each time i power off/on the router, it defaults back as if it had no config and i have to input everything again. why is this?
I have obviously tried copy running-config startup-config and this seems to look ok, but when i power off/back on, it has forgotten everything again!
I remember the last time i used this router (a year or so ago) that i had the same problems then and i think this is what made me stop doing anything with it.
I have tried looking on the Cisco website/google but it didnt give many results. The cisco website suggests inputting configregister of 0x2142, then copy the running conf to startup conf, then do a confreg 0x2102 (i think) but this didnt do anything either. I'm pulling my hair out everytime i have to power it off...

0x2142 is used for password recovery -- it bypasses the existing startup configuration.:mike: Cisco Certifications -- Collect the Entire Set!
