Access-Lists

Wondering if someone can answer this for me can't find much online about it:

Access-list 12 permit <ip> <wildcard>
line 1 5
access-class 12 {in|out}

I understand that this blocks (or permits) access to the vtys but what is the difference between the in and out?

Also when an access list has "dynamic" on the end of it it is used for time based access...yes?

    the in - restrict who can access that specific device
    the out - restrict what you can access from that device

    And yes a dynamic access list is used for time based access to something.

    That was an interesting analogy. But all of the replies are saying the same (correct) thing. In is literally coming in and out is literally going out.
