Where to study for a degree

Hi Guys .. Need to ask a few questions, To make this short In my country we only have to universities who don't offer the best quality of education reasoned I drop out people with A+ are more recognize than ones with Bsc IT .. and the other one of computer science is kinda worse . Question is there a university were i can like study distance and write exams at the country embassy for instance London university ? , something like in the US ? I want to study Associate degree in Information systems ( still deciding Wat to major ) or business information systems ? and of course most important it must be recognize ? IF u know of any for worldwide students help a brother out
