Am I right in thinking the way you would query a dial up modem would be to go into device manager and click query and then type ATD.. or ATH ....

You can get to the modem Diagnostics tab either through the modem icon in the control panel, or via the device manager by clicking Properties. If you go that way - you would query the modem either by clicking the "Query Modem" button or "More Info" button depending on the OS version. That will give you the results for a whole series of ATI commands.
If you want to choose and type the AT commands yourself, use hyperterminal.
