I saw this a while back. There was another article somewhere (can't find it) that talked about once you built one yourself, how you can get it launched into LEO for "free".
An interesting project....

That would be a blast. I remember when the Amateur Radio Satellite AO-40 was going to be launched. I was very excited. Unfortunately it never made it.
