Its the "Official" study guide so yes it is. Extra hands-on stuff doesn't hurt though.

The original posting with the free CWNA Study Guide, 2nd ed. PDF link is six months old. I believe that the offer for the free PDF no longer exists now that the 3rd edition of the study guide is out. The free labs do seem to still be available if you sign up for the CWNE newsletter. It's a nice newsletter and has a lot of good information.
